The transition of supply and demand has hidden behind the prosperity and development of higher education over the past 40 years of reform and opening-up. The supply of higher education has experienced four stages: the resumption of supply with adjustment and reconstruction, the preliminary supply with the initiation of institutional reform, the comprehensive supply with the focus on scale expansion, and standardized supply with the aim of developing connotations. It reflects the logic of transition in the supply concept from the priority of tool value to the fusion based on ontology value, from the main supply of the government to the coexistence and interaction of multiple subjects, from the extensive supply of actual supply capacity to the connotative supply of system improvement, from the unlimited government under education management to the macro guidance under education governance, and from the practical logic of pan -administration to the institutionalized school autonomy. Only by adhering to the concept of higher education supply with two values reflecting each other, building a multi -subject and win -win layout of higher education supply, forming supply quality of higher education featured by fairness and quality, and demonstrating the innovative and energetic supply capacity of higher education, can higher education supply better satisfy the national and people's needs for better higher education. |
