| 后发者与先发者不平等竞争的同步发展,追赶与创新并存的双重发展以及改革开放以来的高速发展、超前发展,表明广东高等教育深受迟发展效应的影响,并在此过程中既获得了迟发展优势,也面临着错位发展、失衡发展、畸变发展等迟发展劣势。为了扩大迟发展优势、清除迟发展劣势,非常有必要从发展思想、发展定位、发展主体(政府威权)以及发展方式等方面合理调控广东高等教育的发展进程。 |
