| Under the background of in-depth promotion of the comprehensive rule of law, the construction of rule-of-law is going to have profound significance for promoting the governing ability of HEIs (Higher Education Institution) and reinforcing high-quality education. The HEIs rule-of-law agencies are critical carriers of advancing the rule of law and education, and play a crucial active role in the work of promoting the rule of law. In the survey of 33 first-class-university-construction universities, it was found that, when facing the new requirements of the construction of the rule of law, universities’ legal institutions had encountered practical problems such as unclear organizational positioning, insufficient staffing, and unreasonable institutional settings. There were also potential risks such as deviation of organizational goals, the inefficiency of governing, weakening of the agencies, etc. To resolve those issues, HEIs should refine the top-level design of these agencies, enhance the team resource, and reinforce the guarantee system. The rule of law of higher education should move into a new stage. |
